Raipur. On the second day of the monsoon session of the Chhattisgarh Legislative Assembly, Chief Minister Bhupesh Baghel has made a big announcement. He has announced a one-time increase of 27 percent in the salary of contract employees along with a 4 percent increase in the dearness allowance of 5 lakh government employees of the state. Apart from this, it has been announced to start the Rural Housing Justice Scheme.
Announcements made by Chief Minister Bhupesh Baghel in the House-
About 05 lakh government servants of the state will be given 4% additional dearness allowance. Due to this, the expenditure burden of about 800 crores will come every year.
There has been an increase of 27 percent in the one-time contract salary payable to about 37 thousand contract employees working in various departments on fixed contract salary equivalent to regular pay scale. Due to this, the expenditure burden of about 350 crores is estimated every year.
Under the provision of the Minimum Wages Act, 1948, the unskilled, semi-skilled, skilled and highly skilled rate employees working in government departments on the daily/monthly wages fixed by the Labor Department will be given Shram Samman amount of Rs.4 thousand per month.
Guest teachers working in the School Education Department will be given an additional honorarium of Rs 2,000 per month.
Patwaris will be given a resource allowance of Rs 500 per month.
Government employees will be given house rent allowance at the rate of 9 percent for B class cities and 6 percent for C and other class cities on the basis of seventh pay scale instead of sixth pay scale.
Special allowance has been increased by Rs 2 thousand 500 for Panchayat Secretaries with less than 15 years of service and Rs 3 thousand for Panchayat Secretaries with more than 15 years of service. Apart from this, Panchayat secretaries will also be given the benefit of earned leave, maternity and paternity leave, ex-gratia amount up to Rs 10 lakh and reimbursement of medical expenses up to Rs 5 lakh.
An annual kit allowance of Rs 8,000 will be given over and above the total equivalent amount in lieu of various items given to the constable cadre employees working in the police department.
The daily incentive amount of Mitanin trainers, block co-ordinators and help desk operators has been increased by Rs 100 per day.
Under the Chief Minister’s Special Health Assistance Scheme, the maximum amount of assistance is being increased from 20 lakh to 25 lakh.
On the basis of the survey list of Socio-Economic Survey 2011, the eligibility of Prime Minister’s rural housing has been determined, in the present situation the needy families of the state are facing difficulty in getting housing. To overcome this, on the basis of the survey conducted by the Panchayat and Rural Development Department, Rural Housing Justice Scheme is being started for the eligible families from the resources of the state. For this, a provision of 100 crores has been made in the budget. Our priority is to provide pucca houses to homeless families.
